I know this is kinda of premature but

does anyone know what are the chances of international non-European and non-US applicants being selected for pre-selection and selection?

Well, judging from I've heard the chances actually do exist. As a matter of fact, the more ''exotic'' the place you are from is, the higher is the probability that you'll be accepted. Now, whether you'll be preselected depends upon the number of applications from your country.

For the current batch (October 2010) there are 50 stagiaires who aren't from the EU. The chances do exist, at least for the blue book. However, to actually get into the EC, the HoUs would have to pick you and thats where I reckon it might get sticky.
